How to Pay Parliamentary Nomination Fees – Electoral Commission Explains

Kampala, Uganda — The Electoral Commission (EC) has issued fresh guidance to all aspiring parliamentary candidates on how to pay the mandatory nomination fees ahead of the 2026 General Elections.

In a statement dated October 8, 2025, signed by Mr. Richard Kamugisha Baabo, the Acting Secretary of the Commission, the EC emphasized that every aspirant must provide proof of payment of a nomination fee of UGX 3 million, payable to the Uganda Administration through any bank authorized to collect Non-Tax Revenue (NTR).

To ensure a smooth and transparent process, the Commission detailed a step-by-step guide for generating a payment registration number (PRN) via the Uganda Revenue Authority (URA) online platform. The EC urged all aspirants to strictly adhere to the prescribed digital payment procedure to avoid inconveniences during the nomination exercise.

According to the guidelines, aspirants are required to:

  1. Visit the URA website (www.ura.go.ug) and select the “Make a Payment” option.
  2. Choose “Generate Payment Slip” and select “Other NTR” under payment category.
  3. From the Ministry/Department/Agency list, select Electoral Commission, then under sub-category choose Nomination Fees and Parliamentary Candidate under Tax Head.
  4. A payment of UGX 3,000,000 will automatically appear, which should then be verified before completing registration.
  5. The generated PRN must then be presented at any authorized bank to process the payment and issue a receipt.

The Commission further directed aspirants to present the bank-issued receipt at the EC Headquarters on Seventh Street, Industrial Area, Kampala, to obtain a General Receipt as proof of payment. Those unable to collect it personally may present the bank slip to their District Election Administrator for verification and facilitation.

Mr. Kamugisha cautioned aspiring candidates against making any payments to District or City Administration accounts, saying all transactions must follow the official Non-Tax Revenue channels to ensure accountability and transparency.

The guidance comes as the EC intensifies preparations for the 2026 General Elections, with nomination exercises for Parliamentary and Local Government positions expected to commence soon.
