In West Nile region, the community is in shock as the head of the Police Professional Standard Unit is accused of defiling a one-year-nine-month-old baby belonging to a colleague.

The infant in question is the daughter of a police officer, and the family resides in the Police Barracks in Arua city.

The alleged incident occurred on Independence Day afternoon at Arua Police Barracks and reportedly involved Inspector of Police Otim Thomas, who is 49 years old.

According to Josephine Angucia, the West Nile Police region spokesperson, Otim is accused of taking the colleague’s daughter from her home to his residence, where the alleged defilement occurred. She stated, “It is alleged that Otim called the victim to his room in the barracks but after some minutes the victim started crying.”

The case was reported to Arua Central Police Station under CRB 9002023, and the suspect has been arrested on charges of aggravated defilement.

The victim’s mother recounted that on the day of the incident, Otim returned from Independence Day celebrations and called her daughter. Shortly thereafter, the mother heard the girl screaming from Otim’s house, and he emerged with the child and took her to the Police canteen to buy her a soda. The baby continued to cry, and upon examination, the mother discovered that her daughter’s private parts were swollen and she had a tear. The infant was immediately rushed to Arua Regional Referral Hospital, where a medical examination confirmed sexual abuse. The child was enrolled in post-exposure prophylaxis.

The mother is now seeking justice for her daughter, as she claims that the suspect has not faced any consequences and is still at large. She expressed her anguish, saying, “This pain is too much to bear, more so seeing the culprit every day moving around and nothing being done. I just pray for justice in this case.”
