Kampala, Uganda — The Electoral Commission (EC) has dispelled reports suggesting that it has relocated its headquarters to Lubowa, clarifying that its official offices remain on Plot 1–3/5, Seventh Street, Industrial Area, Kampala.
In a public notice dated October 24, 2025, the Commission said it had observed that some stakeholders in the electoral process had been visiting the Lubowa site in Wakiso District to seek its services, prompting the clarification.
“The Commission wishes to clarify that it has not relocated its Head Offices to the above address,” the statement signed by the Acting Secretary, Richard Baabo Kamugisha, reads in part.
According to the EC, the Lubowa location, situated on Kigo–Lweza Road in Makindye–Ssabagabo Municipality, was only used as the venue for the nomination of presidential candidates for the 2026 General Elections. The same site has also been designated for the future construction of the Commission’s permanent headquarters, a project still in preliminary stages.
The Commission emphasized that all official correspondence, inquiries, and visits related to its services should continue to be directed to its Industrial Area offices.
“The official and current location of the Electoral Commission Head Offices remains: Plot 1–3/5, Seventh Street, Industrial Area, Kampala; P.O. Box 22678, Kampala, Uganda,” the notice stated.
The EC further urged the public to disregard any claims or representations from unauthorized persons or offices purporting to speak on its behalf from other locations.

For clarity, the Commission listed its official communication channels, including telephone lines, toll-free numbers, email, and social media accounts such as @UgandaEC on X (formerly Twitter).
“The Electoral Commission advises the public to take note of the official address and to avoid being misled by unauthorized persons or offices purporting to represent the Commission elsewhere,” the statement concluded.
