Censure Motions, Governance Reforms Dominate Uganda Law Society Special Meeting Agenda

Kampala:– The Uganda Law Society (ULS) has called a General Meeting to be held on Wednesday, September 17, 2025, at Imperial Royale Hotel in Kampala, where members will convene to deliberate on nine key requisitions submitted by different sections of the Society.

According to a notice issued by the ULS Council pursuant to Section 16(1) of the Uganda Law Society Act, Cap 305, the meeting was requisitioned by nine groups of members seeking action on a range of governance, accountability, and leadership issues within the Society. The notice was signed by ULS Vice President Anthony Asimwe on behalf of the Council.

The consolidated agenda includes consideration and voting on proposed resolutions arising from the requisitions, among them the censure and removal of council members, governance reforms, and the conduct of overdue elections.

One requisition, filed by Ssali Babu and others, seeks the censure and removal of Phillip Munaabi and Geoffrey Turyamusiima from the ULS Council. A similar motion by Lule Alexander and colleagues from the Greater Masaka Bar also calls for the removal of Mr. Turyamusiima.

Alfred Muyaka and other members have requisitioned the meeting to organise elections for the positions of Deputy Secretary General and Young Lawyers’ Representative to the East African Law Society Governing Council.

In addition, Nakamy Mary Goretti Ssenyange and other members are calling for urgent action on poor sanitation facilities in court precincts across the country, while Musinguzi Arnold Mugisha and members of the Mbarara Bar want the Society to address threats to its governance, autonomy, and independence.

Members of the Kasese Bar, led by Senior Advocate Sibirende Bigoo Geoffrey, have echoed similar concerns on governance, integrity, and autonomy, urging ULS to adopt robust measures to counter internal and external threats.

Further, Nabijewa Martha and others are pressing for Council elections, the appointment of an auditor, withdrawal of all pending court cases, installation of an Elections Committee Chairperson, and a fresh nomination process for two Society representatives to the Judicial Service Commission.

Two additional requisitions, one by Haruna Ssewaya and another by Aryampa Brighton, call for Council elections to be conducted no later than September 27, 2025, and for annual elections to be held by September 26, 2025, respectively.

The Council has clarified that the views expressed in the requisitions are those of the members and do not represent the official position of the Society or its Council. It further stated that movers and opponents of the requisitions will not address the meeting directly, but will instead submit the names of their oralists in advance. The final decision on recognising speakers and apportioning time will rest with the chairperson.

The deadline for submitting evidence, proposed resolutions, or notices of withdrawal of requisitions has been set for Tuesday, September 16, 2025, at 12:30 p.m.
