Security Shakeup: Arthur Mugyenyi Appointed ISO Director General

President Yoweri Kaguta Museveni has appointed new leadership for the Internal Security Organization (ISO), filling key positions that had fallen vacant following recent changes in the security sector.

In a press release issued by the Presidential Press Unit (PPU), Mr. Arthur Mugyenyi has been named as the new Director General of ISO. He replaces Brig. Gen. Charles Oluka, who passed away on January 29, 2025.

The appointment of Mugyenyi is expected to bring a new approach to the operations of Uganda’s intelligence agency, with a focus on strengthening national security and intelligence gathering.

Additionally, President Museveni has appointed Mr. Tony Kinyera Apecu as the Deputy Director General of ISO. He takes over from Col. Emmy Katabazi, who has been assigned a new diplomatic role as Uganda’s Deputy Ambassador.

The changes come at a critical time when Uganda is reinforcing its intelligence and security operations amid emerging security threats both domestically and regionally.

New Leadership to Enhance Intelligence Operations

The appointment of Mr. Arthur Mugyenyi as Director General places him at the helm of Uganda’s internal security intelligence agency, a critical institution tasked with monitoring and analyzing security threats. His tenure is expected to focus on modernizing intelligence operations, enhancing cyber security measures, and improving coordination with other national security agencies.

Similarly, the appointment of Mr. Tony Kinyera Apecu as Deputy Director General signifies the government’s commitment to bolstering ISO’s leadership with experienced personnel. His background in security operations is expected to complement the agency’s efforts in tackling emerging security challenges, including terrorism, cybercrime, and espionage.

Col. Katabazi’s Diplomatic Assignment

Col. Emmy Katabazi, who previously served as the Deputy Director General of ISO, has now been redeployed as Uganda’s Deputy Ambassador. His transition into a diplomatic role aligns with Uganda’s broader foreign policy objectives, aiming to strengthen international relations and intelligence cooperation with key global partners.
