KAMPALA – Police Constable Charles Bahati, who allegedly shot and killed truck driver Julius Ssemwaka near Kampala Sheraton Hotel in December last year, remains at large despite ongoing efforts to apprehend him.
Bahati is accused of fatally shooting Ssemwaka on December 23 following an altercation over traffic congestion at the intersection of Kampala Club and Sheraton Hotel, near the State Lodge in Nakasero.
Witnesses say Bahati, who was traveling in a police patrol vehicle, ordered Ssemwaka to reverse to allow passage but opened fire when the driver failed to comply due to heavy traffic.
Following the incident, Bahati fled the scene on a bodaboda, taking his firearm with him.
On December 30, the police released his photo and appealed to the public for assistance in tracking him down.

Police Struggle to Locate Suspect
Addressing journalists on Tuesday, police spokesperson Kituuma Rusoke admitted that Bahati has so far evaded capture despite a nationwide manhunt.
“The suspect ran away,” Kituuma said. “This is not the first time a fugitive has successfully avoided arrest for a long period, but our search continues.”
He noted that some suspects manage to evade justice for years, with some even fleeing the country. However, he reassured the public that authorities are determined to bring Bahati to justice.
“When we find him, he will be presented before the courts of law,” Kituuma added.
The incident has sparked public outrage, with human rights groups calling for greater police accountability and urging authorities to ensure justice for Ssemwaka’s family.
Police have appealed to anyone with information regarding Bahati’s whereabouts to report to the nearest police station.
