Top Story! Finance Ministry Hands Over Vehicles to Boost Public Service Payroll Reforms

The Ministry of Finance, Planning, and Economic Development (MoFPED), through its Resource Enhancement and Accountability Programme (REAP), has reinforced Uganda’s public payroll and pension management system by handing over three motor vehicles to the Ministry of Public Service.

The vehicles will support the implementation of the Human Capital Management System (HCM), a crucial reform aimed at improving efficiency, transparency, and accountability in human resource processes within government institutions.

The handover ceremony, held on Monday, was officiated by Patrick Ocailap, the Deputy Secretary to the Treasury (DST), who represented MoFPED.

While delivering the vehicles to Catherine Bitarakwate Musingwiire, the Permanent Secretary of the Ministry of Public Service, Ocailap emphasized the importance of proper vehicle use and maintenance in line with government procedures.

“These vehicles are strictly for the implementation of the Human Capital Management System,” Ocailap stated, highlighting their role in facilitating the system’s rollout across government entities.

The HCM is a key Public Financial Management reform under REAP, designed to streamline human resource operations, improve payroll accuracy, and enhance pension management.

By integrating digital solutions into human capital management, the system aims to eliminate inefficiencies, curb payroll fraud, and ensure timely processing of government salaries and pensions.

Bitarakwate expressed gratitude for the support, noting that the vehicles will enable her ministry to fast-track HCM implementation across the country.

“With this support, we are better positioned to ensure that government employees and pensioners receive their rightful dues promptly and efficiently,” she remarked.

The initiative is part of the government’s broader efforts under REAP to strengthen financial management and service delivery within Uganda’s public sector.

By ensuring effective resource allocation and accountability, the reform is expected to contribute significantly to the country’s economic development and governance.
