Major Reshuffles: ACP Norman Musinga Returns to Traffic Command as IGP Shakes Up Police Leadership

The Inspector General of Police (IGP), Abbas Byakagaba, has announced a series of strategic transfers and appointments involving senior officers within the Uganda Police Force, reflecting efforts to strengthen operations at various levels of command.

The changes, effective immediately, aim to enhance the efficiency and effectiveness of the force in fulfilling its mandate.

The key changes are as follows:

  1. AIGP Musana Geoffrey has been transferred from the Directorate of Welfare, Production & Sports to the Ugandan Embassy in South Sudan, where he will serve as the Police Attaché. This move underscores the importance of fostering regional cooperation in law enforcement.
  2. SCP Sakira Moses, previously stationed at the Ugandan Embassy in South Sudan, has been reassigned to the Directorate of Research & Planning as Deputy Director. His expertise will bolster the department’s strategic and analytical capacity.
  3. SCP Halango Timothy moves from the Directorate of Research & Planning to the Directorate of Welfare, Production & Sports as Deputy Director. His new role will involve overseeing the welfare and morale of the force.
  4. CP Mubangizi Ben has been appointed as the Police Attaché to Algeria. Formerly serving in the Directorate of Traffic & Road Safety, Mubangizi is expected to enhance Uganda’s international collaboration on security matters in North Africa.
  5. CP Ssebambulidde Charles transitions from Agriculture Police to the Directorate of Logistics & Engineering as Acting Deputy Director of Classified Stores, where he will oversee critical logistics operations.
  6. CP Acaye Philip has been reassigned from the Directorate of Traffic & Road Safety to Agriculture Police as Commandant. His leadership is expected to strengthen the unit’s operations.
  7. ACP Musinga Norman, formerly RPC Busoga East, has been promoted to Acting Deputy Director in the Directorate of Traffic & Road Safety. His role will be pivotal in improving road safety and traffic management across the country.

The Uganda Police Force has extended its congratulations to these officers, wishing them success in their new roles.

These appointments demonstrate a commitment to enhancing the institution’s operational effectiveness and adapting to emerging security challenges.

The changes reflect the Inspector General’s strategic vision of reinforcing both local and international police operations.
