Uganda’s Internal Security Chief Brig. Gen. Charles Oluka Dies at 57

Kampala, Uganda – Brigadier-General Charles Oluka, the Director General of Uganda’s Internal Security Organisation (ISO), has passed away at the age of 57.

The sudden death of the seasoned security official was confirmed late Wednesday by Deputy Presidential Spokesperson Faruk Kirunda.

“It is with profound sadness that we announce the untimely passing of Brig. Gen. Charles Oluka, who served as the head of the Internal Security Organisation. He was rushed to Seguku Hospital this evening, where he tragically succumbed,” Kirunda stated.

While the exact cause of death remains undisclosed, sources close to the matter reveal that Oluka had been managing a long-standing heart condition. Authorities have yet to release an official medical report.

Brig. Gen. Oluka had a distinguished career spanning over three decades in Uganda’s security apparatus. He joined the military in 1987 and earned his officer commission in 1991.

Over the years, he underwent rigorous training, including Basic Military Training at Kaweweta, Officer Cadet courses, Junior Staff and Command programs, and advanced strategic studies at Israel’s Galileo College.

Prior to his appointment as ISO Director General by President Yoweri Museveni on October 8, 2020, Oluka served as the agency’s Director of Technical Services until 2018.

His promotion followed the reassignment of former ISO chief Col. Kaka Bagyenda and his deputy, Don Mugimba.

Oluka’s leadership at ISO marked a pivotal chapter in Uganda’s intelligence community, with the agency playing a critical role in national security operations. His unexpected demise has sent shockwaves through government circles, prompting tributes from colleagues who praised his dedication and strategic acumen.

President Museveni has not yet publicly commented on the loss, but flags at ISO headquarters are expected to fly at half-mast as the nation mourns. Funeral arrangements and a formal state tribute are anticipated in the coming days.

Brig. Gen. Oluka’s death leaves a significant void in Uganda’s security leadership, raising questions about succession plans for the elite intelligence body. As investigations into his passing continue, the focus remains on honoring his legacy of service to the nation.
