Hajji Kakande Tasks Teso RDCs to Neutralize Criminal Gangs Terrorizing the Sub-Region

The Secretary in the Office of the President, Hajji Yunus Kakande, has directed Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs) in the Teso sub-region to leverage state apparatus to neutralize criminal gangs terrorizing residents.

Hajji Kakande made these remarks during the opening of a three-day capacity-building workshop for RDCs, RCCs, their deputies, and other security heads, including RISOs and DISOs, from Teso and Sebei sub-regions. The workshop is being held at Akello Hotel in Soroti City.

He emphasized that allowing organized groups to thrive could lead to their transformation into armed militias capable of challenging the government.

“Do not allow organized groups to emerge. They can transform into military groups and start challenging the government. We cannot permit such confusion here,” Hajji Kakande cautioned.

Prioritizing Security in Teso

Hajji Kakande stressed the importance of safeguarding the sub-region’s security to prevent a return to past instability.

“Teso has undergone remarkable transformation from its troubled past. The region now boasts major developments such as big hotels. It is pacified, and we must jealously guard this progress,” he said.

He urged commissioners to work closely with security agencies to identify and address the root causes of insecurity, while actively engaging with communities to promote peace and security.

The sub-region has been plagued by criminal gangs, including the Owokwok gang operating in Soroti City, Soroti District, Serere, Kaberamaido, Amuria, Katakwi, and Kapelebyong; and the Ikok gang, which is active in Kumi, Bukedea, and Ngora.

Enhancing Service Delivery

Hajji Kakande reminded RDCs of their critical role in ensuring that citizens receive quality services.

“RDCs are the closest representatives of the President to the citizenry. You must ensure that people receive services that improve their livelihoods,” he said.

He also called on commissioners to sensitize communities about socio-economic transformation and the government’s development programs.

The Secretary urged RDCs to support the Parish Development Model (PDM), a flagship poverty eradication initiative.

“As emphasized by H.E the President during the Wealth Creation and PDM performance assessment tour, PDM is key to empowering communities. Mobilize communities, provide technical guidance, and ensure transparency in managing PDM resources,” he directed.

Championing the NRM Agenda

Hajji Kakande encouraged RDCs to promote the National Resistance Movement (NRM) government’s achievements ahead of the 2026 elections.“The NRM has a proven track record in delivering progress, particularly in Teso and Sebei. We must ensure our people are informed and motivated to support the NRM and President Museveni in 2026,” he stated.

He urged the people of Teso to appreciate the socio-economic progress achieved under President Museveni’s leadership, noting that this should be reflected in their votes. “There is no reason why Teso should not vote 100% for the NRM,” he declared.

Capacity Building and Ethical Leadership

Sr. Grace Akiror, the Deputy Head of the RDC Secretariat, reminded participants of their duty to live by values and act with empathy.

“You represent the President. Live a life of integrity, have empathy, and be accountable for your actions to maintain public trust,” she advised.

She emphasized the objectives of the workshop: to enhance mobilization skills, improve service delivery, and equip participants to effectively execute their mandates.

Security Situation in Soroti

Mr. Paax Peter Pex, RCC for Soroti City, assured attendees that the city’s security remains stable despite isolated criminal incidents.

“We are actively conducting operations and security meetings to address the issue of criminal gangs. Soroti remains calm and has recently hosted key dignitaries, including the First Lady, Maama Janet Museveni,” he said.

Hajji Kakande concluded by urging RDCs to act as “super agents” in implementing government programs and building public trust.

He called for collective effort to sustain the peace and prosperity in Teso and Sebei, emphasizing the need for transparency, accountability, and community engagement.
