Dr Hamis Kiggundu, KCCA to Collaborate on Nakivubo Drainage, Urban Infrastructure

Prominent Kampala businessman Dr. Hamis Kiggundu has pledged to collaborate with the Kampala Capital City Authority (KCCA) to address infrastructure challenges in the city, particularly around Nakivubo Stadium.

This follows a period of contention between Kiggundu and KCCA over his construction activities on the Nakivubo drainage channel, which had drawn criticism from environmentalists and community stakeholders.

Dr. Kiggundu had embarked on building structures over the Nakivubo drainage channel, claiming he had received prior approval from KCCA. However, KCCA later stated that the approval had expired, leading to a temporary suspension of the works. The construction raised concerns over the environmental and infrastructural impact on the area, with critics warning of potential flooding and sanitation issues.

In a move to resolve the impasse, Dr. Kiggundu met with KCCA officials and participated in a joint site inspection of the Nakivubo Stadium and surrounding drainage systems. During the discussions, Kiggundu expressed his willingness to comply with legal requirements and work with KCCA to improve the city’s infrastructure.

He explained that the construction was part of efforts to meet recommendations by the Confederation of African Football (CAF) inspection team, which highlighted the need for improved sanitation and drainage around Nakivubo Stadium.

As a result of the meeting, Kiggundu agreed to halt further construction and await technical guidance from KCCA on how to proceed. He reaffirmed his commitment to enhancing the drainage system to prevent flooding and ensure compliance with CAF’s standards for stadium approval.

Tackling Flooding and Budget Constraints

Recent flooding incidents, including those affecting St. Balikuddembe Market and Nakivubo Stadium, have heightened the urgency to address drainage issues in the area. Kiggundu acknowledged the widespread impact of the flooding and offered to contribute financially to the drainage improvements, citing KCCA’s limited budget.

“We need a long-term solution to these problems. I am willing to work with KCCA and contribute resources to make this happen,” he said.

Resolving Church Dispute

Kiggundu also resolved a dispute with the Catholic Church over access to a historic church near St. Balikuddembe Market. The church had accused him of blocking access to parishioners during his construction activities.

In response, Dr. Kiggundu assured the community that access would be maintained and agreed to create a motorable path for churchgoers.

KCCA’s acting Executive Director, Frank Rusa, confirmed the arrangement and commended Kiggundu’s cooperation.

“We are pleased with the steps Mr Kiggundu has taken to ensure that both the city’s development and community needs are addressed,” Rusa said.

A Commitment to Collaboration

Dr. Kiggundu’s actions reflect a broader effort to strike a balance between urban development and community welfare. By halting construction, seeking KCCA’s technical input, and resolving disputes with stakeholders, he aims to contribute to Kampala’s growth while addressing critical infrastructure challenges.

As work on the Nakivubo drainage system progresses, the collaboration between Kiggundu and KCCA will be closely watched, with hopes that it will set a precedent for resolving similar urban development issues in the future.
