The Kampala Capital City Authority (KCCA) has reactivated its Crime Investigations Department (CID) at City Hall, a significant move aimed at addressing increasing corruption within the city’s operations.
Daniel Muhumuza NuwaAbine, KCCA’s interim spokesperson, acknowledged the growing disquiet among Kampala residents regarding corruption, emphasising that the reinstatement of the CID is a concrete step towards addressing these issues.
“KCCA is committed to investigating all allegations of corruption rigorously, holding any offending parties accountable to ensure that our city administration serves the people with integrity,” he stated.
NuwaAbine noted that while the CID existed previously, it was disbanded under former leadership but has now been re-established under the direction of ASP Richard Mugwisagye.
He added that KCCA specifically requested a police officer to ensure independent investigations into corruption allegations. Due to budget limitations, NuwaAbine explained that Mugwisagye will not receive a standard salary but will be compensated with allowances from KCCA’s administrative budget.
Last month, acting KCCA executive director Frank Rusa Nyakaana addressed the media regarding the growing complaints about corruption within the authority.
Rusa pledged to take decisive action by establishing a rewards and sanctions committee to recognise high-performing employees while penalising those engaging in corruption or unethical practices.
Rusa also mentioned that KCCA plans to collaborate with the Inspector General of Government’s office and will soon open a whistleblower platform to allow citizens to report corruption allegations for investigation.
