Ex-KCCA Officials Charged with Manslaughter, Remanded

Former Kampala Capital City Authority (KCCA) Executive Director Dorothy Kisaka, her deputy David Luyimbazi, and ex-Director of Health Services Dr. Daniel Okello have been charged with manslaughter in connection to the Kiteezi landfill tragedy, which claimed 35 lives.

The three appeared before the Kasangati Chief Magistrate’s Court in Wakiso District, where they faced accusations tied to the August 2024 disaster.

The catastrophic collapse of the Kiteezi landfill, operating well beyond its capacity, sent hazardous waste tumbling, causing immense damage and loss of life.

Investigations unearthed a critical warning sent by Dr. Okello to Kisaka and Luyimbazi just a month before the incident, alerting them to the imminent danger posed by the deteriorating landfill.

Despite these warnings, no substantial action was taken to prevent the disaster.

The Inspector General of Government (IGG) report highlighted significant negligence by the officials, leading to their dismissal by President Yoweri Museveni.

The court has remanded all three individuals to Luzira Prison until November 4, 2024, pending further proceedings.
