Why Kenya Blocked EAC Probe of $8m Peace Fund Abuse During SG Mathuki Era

Kenya obstructed an East African Community (EAC) initiative that sought to investigate the alleged misuse of the Peace Facility Fund by former EAC Secretary General Dr. Peter Mathuki and his team.

Sources reveal that the EAC Council meeting held in Nairobi fell apart after partner states pushed for a forensic audit of the fund. Uganda’s delegation at the meeting was led by Deputy Prime Minister and Minister for East African Affairs, Hon. Rebecca Kadaga.

“Kenya, along with the current Secretary-General, Ms. Caroline Mwende Mueke, and other beneficiaries of the fund under Mathuki’s tenure, resisted the audit proposal,” said an anonymous insider. “Without a consensus, the meeting concluded without any agreement.”

Earlier this year, Kenya’s President William Ruto replaced Dr. Mathuki with Ms. Mueke as the new EAC Secretary General.

The call for the audit followed allegations that Dr. Mathuki’s administration misappropriated USD 6.6 million from the EAC Peace Facility Fund.

Concerns were raised that the Directorate of Finance, tasked with overseeing the proper use of the fund in line with EAC Financial Rules and Regulations, had been spending funds without providing required disclosures to the East African Legislative Assembly (EALA) since 2022.

EALA’s Audit Commission and the Internal Audit Unit confirmed in their report that all expenditures from the Peace Facility Fund were irregular.

Despite these findings, the push for further investigation met significant resistance from Kenya.

Dr. Mathuki, now serving as Kenya’s Ambassador to Russia, has not publicly commented on the accusations.
