The Uganda Revenue Authority (URA) has refuted inaccurate claims circulating on social media suggesting that school fees will soon have to be paid through the Electronic Fiscal Receipting and Invoicing Solution (EFRIS).
In a statement issued on Sunday, Robert Kalumba, the URA’s Assistant Commissioner for Public and Corporate Affairs, clarified that the claims are misleading. “What is making the rounds on social media is not exactly true,” Kalumba stated.
He explained that the idea of paying school fees through the URA system is part of a proposed new education policy, which has not yet been passed into law.
According to Kalumba, any school fee payment through URA would be classified as non-tax revenue (NTR) and would not require individuals to have a Tax Identification Number (TIN).
Using an example from Makerere University, Kalumba noted that students currently pay tuition fees through the URA portal using unique student numbers to generate a Payment Registration Number (PRN), a process that also falls under NTR. “Neither the student nor the parent needs a TIN or to use EFRIS to make these payments,” he emphasized.
Kalumba urged the public to remain calm and assured them that any changes would be communicated through official channels once the policy is finalized.
