The Top Management Committee at Law Development Centre (LDC) has been asked to investigate allegations of corruption, fraud and forgery surrounding one Barnabas Ndawula, a lecturer of law at the institution.

Ndawula, who was recently accused of impersonating the Kabaka and forging his signature faces an uphill task to save his job following the fresh string of allegations lined up against him.

The petitioner, one Bwete David, in his letter dated August 24, addressed to LDC Director Dr Pamela Tibhikirra-Kalyegira implicates the former head of Legal Affairs at the Buganda Land Board for being involved in acts of dishonesty, fraud and corruption, which taints his personality as a teacher of law in the country.

Bwete accuses Ndawula of having been involved in a number of sagas in the past, dating back to his time at BLB, some of which are attributed to his premature dismissal from the land tribunal, while various complaints to-date, remain in the chambers of the law council.

“Recently, the said employee of your prestigious institution was on the spot as highlighted in various News stories for impersonating the Kabaka of Buganda by forging his signature while in Buganda Land Board, a conduct that is unbecoming of an advocate,” Bwete writes in a petition, copy of which this publication has seen.

According to the reports cited, it is alleged that Ndawula, during his time as BLB’s legal head impersonated the Kabaka by signing a consent judgment when he was neither the Kabaka nor his appointed attorney, and the people who had the authority to sign on behalf of the Kabaka were at that time; the Katikkiro of Buganda or Owek. Mr Bwete now contends that “a person of such questionable integrity is not fit and proper to be a lecturer mentoring lawyers on ethics in such a prestigious institution.”

He, therefore, wants Dr Kalyegira and the top LDC management committee to act accordingly based on the principles of integrity, professionalism and ethics on which the institution runs.

“I therefore request that management intervenes, investigates the matter raised in the said News stories and in this petition, and comes to a logical conclusion and informs the public about its stand on the said staff for it has never come out to address the said allegations publically.”

The implication of Ndawula into criminal acts of forgery and fraud-related practices has sparked a public outrage with some wondering how and why LDC employs a person with such a record of wrongdoings and dishonesty to teach students law.
