MPs Arrest: Museveni Summons NRM CEC Amid Corruption Scandal

Kampala, UG:- President Yoweri Kaguta Museveni, who also serves as the National Chairman of the National Resistance Movement (NRM) party, on Tuesday urgently called a meeting of the Central Executive Committee (CEC).

This gathering came just a day after the arrest of three NRM Members of Parliament on corruption-related charges. The venue for the meeting remains undisclosed. A source from the NRM Secretariat confirmed the meeting, noting it was at Museveni’s invitation.

Emmanuel Dombo, NRM Director of Communication, verified the meeting but did not reveal its agenda or location. “Yes, CEC is meeting today here in town. The agenda is not yet given to me,” Dombo stated on Tuesday morning.

On Monday, police detained Yusuf Mutembuli, vice chairperson of the Legal Committee; Cissy Namujju, Lwengo Woman MP; and Paul Akamba, Busiki County MP.

They are set to appear before the Anti-Corruption Court magistrate on Wednesday and are expected to be remanded to Luzira maximum security prison. All three are members of the ruling NRM party.

While state officials suggest the meeting is part of routine monthly CEC sessions, its timing raises speculation. Museveni may use the opportunity to present classified evidence implicating the MPs and gather insights from NRM lawmakers on the arrests.

These arrests followed Museveni’s remarks during the State of the Nation Address on Thursday, where he claimed to have proof of corruption involving government officials from the Ministry of Finance to Parliament.

“I have been hearing that from the Ministry of Finance, they collude with the accounting officers of ministries to come to Parliament working with some people there (Parliament) to provide certain funds, provided you take a share. I didn’t believe this but now I have proof,” Museveni asserted.

The NRM CEC includes Museveni; 1st National Vice Chairperson, Moses Kigongo; 2nd National Vice Chairperson, Rebecca Kadaga; six Regional Vice-Chairpersons: Mike Mukula (East), Godfrey Kiwanda (Central), Chris Baryomunsi (West), Singh Katongole (Kampala), Simon Peter Aleper (Karamoja), and a currently vacant position for the North following Jacob Oulanyah’s death in 2022.

Other members are the party Secretary General, Richard Todwong; National Treasurer, Barbara Nekesa; Deputy Secretary General, Rose Namayanja; Deputy National Treasurer, Jacqueline Kyatuheire; Chairperson of NRM Parliamentary Caucus, Denis Hamson Obua; and all Chairpersons of the National Special League Committees.
