Vlogger Remanded for Insulting Modesty of Woman on Facebook

Kampala-based vlogger Ronald Kibedi Cox has been remanded to Luzira prison on charges of cyber harassment and insulting the modesty of a woman.

Kibedi on Thursday afternoon was arraigned before Buganda Road Chief Magistrate’s court before grade one magistrate Siena Owomugisha.

He denied the charges against him and was subsequently sent to Luzira until March 6 after the prosecution led by Lydia Nakato informed the court that the investigations were still ongoing.

Court heard that between 2019 and January 2024 in Kampala district, Kibedi used a computer to post messages and videos on his Facebook accounts/pages namely; Kibedi Ronald Cox, Kibedicox Cox and Kibedi Abooki Cox. 

The prosecution says that he then made suggestions or proposals referring to Juliet Zawedde a Ugandan social entrepreneur and musical artist based in USA as a prostitute, fraudster, sex worker, fake dollar boss and other obscene words full of vulgarity, lewd lascivious or indecent.

The court has further heard that during the same time and place, Kibedi with intent to insult the modesty of a woman, recorded and posted videos on his Facebook accounts such that the said videos should be viewed by Zawedde.

This is not the first time that Kibedi has been charged with cyber harassment and insulting the modesty of a woman.

About a month ago, he was arraigned before the same court presided over by grade one magistrate, Julia Basajjabalaba, where he applied for bail. As a result, he appeared before two separate courts to answer the said two separate files.

In the old case before Basajjabalaba, he was denied bail after the prosecution led by Judith Nyamwiza opposed his bail application on grounds that the sureties he presented were not substantial because, after verification of the documents they presented, it was found that they were not known in their respective places of residence submitted before the court.

As a result, the magistrate has advised him to bring other sureties if he so wishes to seek bail and return to court on February 26.

According to section 24 of the Computer Misuse Act which Kibedi has been charged with, if found guilty, he is liable to pay a fine of 72 currency points (Shs 1.4 million) or imprisonment not exceeding three years or both.
