Canada Hikes Proof of Funds for International Students by Over 100%, Extends Waiver of Working Hours for International Students

Canada’s minister of immigration, refugees and citizenship, Marc Miller has announced that the cost-of-living criteria for individuals applying for study permits in Canada will increase in 2024.

This is coming days after the government of the United Kingdom introduced tougher rules aimed at curbing regular migration.

In a statement released on Thursday, December 7, 2023, the minister conveyed that starting from January 1, 2024, each applicant will need to show they have $20,635, in addition to their first year of tuition and travel costs.

The new cost is more than double the current requirement of $10,000, an amount brought in during the early 2000s that has not been adjusted since.

“This change will apply to new study permit applications received on or after January 1, 2024.”

“For close to two decades, study permit applicants for international students have remained at $10,000. This review, which takes effect from January 1, ‘will help prevent student vulnerability and exploitation.”

According to the Immigration Refugees and Citizenship Canada (IRCC), alongside the January 1st adjustment, the cost-of-living requirement will now be annually adjusted following Statistics Canada’s updates to the Low-Income Cut-Off (LICO). LICO serves as the minimum income necessary in Canada to ensure individuals do not have to allocate an above-average portion of their income toward necessities.

The department also notes that the new financial guidelines will be applied to the Student Direct Stream (SDS), a study permit stream for applications from residents of 14 countries that offers faster processing.

It will also implement targeted pilots to help underrepresented cohorts of international students pursue their studies in Canada.

The IRCC also announced the extension of the waiver on the 20-hour per week work cap for international students until April 30, 2024.

This extension applies only to students already present in Canada and those who submitted a study permit application as of December 7th, 2023.

The measure was first introduced on November 15, 2022, and was set to last until December 31, 2023. It allows students to work more than the usual 20 hours per week while class is in session.
