African Union Mission Announces Resumption of Troop Withdrawal from Somalia

The African Union Transition Mission in Somalia (ATMIS), in collaboration with the Federal Government of Somalia (FGS) and the United Nations Support Office in Somalia (UNSOS), has declared the recommencement of the second phase of troop withdrawal from Somalia, slated for December.

Aligned with UN Security Council Resolution 2710 (2023), ATMIS is scheduled to withdraw 3,000 troops from Somalia and transfer control of eight Forward Operating Bases (FOBs) by the year’s end. Initially intended for completion by September 2023, this process was momentarily halted at the Federal Government’s request due to technical considerations.

The troop-contributing nations under ATMIS encompass Uganda, Burundi, Ethiopia, Kenya, and Djibouti, with Uganda marking the first deployment of troops in Somalia in 2007. The reduction of soldiers in Somalia commenced on June 15, 2023, with ATMIS steadily decreasing troop numbers by 2,000, adhering to the agreed Concept of Operations (CONOPs) and UN Security Council Resolutions 2628 and 2670.

Ambassador Mohamed El-Amine Souef, the African Union Special Representative for Somalia and Head of ATMIS, affirmed that comprehensive discussions and consultations have laid the groundwork for the completion of the phase two drawdown by December 31, 2023.

Dr. Aisa Kirabo Kacyira, head of UNSOS, reiterated her readiness to continue supporting the transition and drawdown operations in compliance with the UN Security Council resolution.

Hussein Sheikh Ali, Somalia’s National Security Advisor, underscored the commitment of the Somali government and the international community to the security transition process. The collective goal is for the government to assume full security responsibilities by December 2024.

The resumption of troop withdrawal reflects collaborative efforts between ATMIS, the FGS, and UNSOS in fostering Somalia’s security transition, paving the way for the country’s self-sufficiency in security management by the designated timeline.
