The Inspector General of Government (IGG), Beti Kamya, has proposed potential disciplinary actions against the head teacher of Old Kampala Senior Secondary School, William Ssuuna, following accusations of engaging in corrupt practices.
The IGG’s extensive 100-page report cited Mr. Ssuuna’s alleged misuse of the institution’s funds this year without an approved budget, a violation of Regulation 25 within the Education Act’s Second Schedule.
As per the IGG’s recommendations, the Ministry of Education and Sports is advised to consider either transferring or demoting Mr. Ssuuna due to the irregular handling of public funds for the year 2023.
The report also urged the Ministry’s Permanent Secretary to caution the school’s board of governors and the head teacher against unauthorized budget operations through a written warning.
The inquiry into Mr. Ssuuna’s conduct arose following numerous complaints received by the IGG’s office implicating him in activities deemed an abuse of office.
Specific allegations involved Mr. Ssuuna’s lack of transparency in leasing part of the school’s land to a bus company, SPT, for Shs30m over six months, leading to concerns over the legitimacy of the transaction.
Moreover, the report highlighted Mr. Ssuuna’s failure to exhibit transparency in dealings with SPT Company, particularly in the absence of official responses or communication regarding the transaction with the board of governors.
In addition, ssuuna was accused of irregularly hiring teachers without the approval of the board of governors.
