Former Uganda Railways Corporation Director Released on Bail Over Alleged Fake Academic Credentials

Stanley Sendegeya, the former Managing Director of Uganda Railways Corporation (URC), accused of employing counterfeit academic credentials to secure his position, has been granted bail. The decision was rendered by Grade One Magistrate Siena Owomugisha at Buganda Road Court on Monday, releasing Sendegeya on a cash bail of sh1m upon verification of substantial sureties.

“The accused is presumed innocent until proven guilty,” noted Magistrate Owomugisha during the bail hearing.

Sendegeya’s wife, Maureen Kizito, son Emmanuel Kiyingi, and mother-in-law Justine Musisi stood as sureties, each executing noncash bail of sh10m as directed by the court.

Facing charges of forgery, uttering false documents, and providing false information, Sendegeya pleaded not guilty to the allegations, with potential sentences carrying a maximum of three years’ imprisonment upon conviction.

According to court records, Sendegeya resides in Jjanda Village, Namugongo, Wakiso district.

The State Attorney, Juliet Nyamwiza, representing the Office of the Director of Public Prosecutions, informed the court that investigations into the case remain ongoing.

Allegations against Sendegeya:

The prosecution asserts that in July 2020, at Deloitte Uganda Limited offices in Kampala City, Sendegeya allegedly provided false information (a curriculum vitae) to URC, falsely claiming academic qualifications suitable for the Managing Director role. The accusations include fabricating a master’s degree in Business Administration on his curriculum vitae with the intent to deceive.

Further allegations claim Sendegeya knowingly and fraudulently presented false documents to URC, purporting that he possessed a master’s degree, which he did not hold.

Background and Controversy:

Last year, President Yoweri Museveni directed the State House Anti-Corruption Unit (SHACU) to probe corruption allegations within the URC. These allegations involved irregularities in the purchase of locomotives, staff recruitment, and the sale of URC land, notably in Lira district.

In a related case last October, four individuals, including Francis Ateng, faced charges for fraudulent land transactions involving URC property in Lira.

The controversy surrounding Sendegeya’s appointment arose from suspicions of irregular recruitment influenced by a board member, despite his absence from the initial shortlist of candidates by Deloitte Uganda Limited.

URC had reportedly outlined a requirement for a master’s degree for the Managing Director position, yet Sendegeya was not among the shortlisted candidates. This led to his dismissal from the role last year.

The Uganda Railways Workers’ Union raised concerns before Parliament, highlighting mismanagement issues at URC, including the procurement of locomotives rendered unusable for Uganda’s railway line and the loss of properties like land in Nalukolongo and Port Bell, Luzira.
