National Water and Sewerage Corporation (NWSC) Complains About Misuse of Fire Hydrants

The Managing Director of the National Water and Sewerage Corporation (NWSC), Mr. Silver Mugisha, has expressed concerns over the misuse of fire hydrants by individuals, resulting in losses for the corporation. According to Mr. Mugisha, fire hydrants are constantly in use even when there are no fires to fight, which leads to water wastage.

NWSC is legally required to provide water hydrants for firefighting purposes free of charge. Records of water used for firefighting are also required to track the amount of water utilized during emergencies. Currently, there are 897 fire hydrants in the Kampala Metropolitan area.

Mr. Mugisha revealed that NWSC faces a significant challenge of water loss, with 40 percent of water lost in Kampala and less than 20 percent in other areas due to theft, which has had a negative impact on the corporation’s services.

During a meeting with the Permanent Secretary in the Ministry of Internal Affairs and the police management, it was clarified that the misuse of fire hydrants is not by the police as an institution but by individuals. The issue was raised by NWSC, addressed, and the habit was stopped.

However, NWSC also highlighted the problem of water loss through illegal connections, especially in Kampala. To address this issue, NWSC has initiated the Non-Revenue Water 10 program, aimed at dealing with 10 percent of customers who are on illegal water supply across the country. Customers engaged in illegal water supply are given one month to report themselves to NWSC to regularize their connections voluntarily. Those discovered by NWSC on illegal water supply will face sanctions in accordance with the Water Act. As part of their efforts to curb water theft, NWSC is installing smart meters for easy monitoring.

The misuse of fire hydrants and illegal water connections are challenges that NWSC is actively working to address to improve water management and service delivery.
