High Court Grants Min. Kitutu Permission To Travel Abroad

The High Court in Kampala has granted permission to Dr. Mary Gorretti Kitutu, the Minister for Karamoja Affairs and Woman Member of Parliament for Manafwa District, to travel abroad for conferences in the United Kingdom and Dubai. Dr. Kitutu faces corruption-related charges related to the loss of 9,000 iron sheets intended for vulnerable individuals in the Karamoja sub-region.

On Friday, trial judge Jane Kajuga ruled in favor of allowing the minister to travel, stating that there was no reason to deny her request. Dr. Kitutu had sought permission to attend the Inzu Masaaba UK (Imuka) event in the United Kingdom and the UN Climate Change Conference in Dubai, UAE.

However, the judge declined to grant Dr. Kitutu unrestricted travel rights and required that she obtain the court’s consent for each travel request. The judge noted that the minister had received formal authorization from the Office of the Prime Minister and that the government of Uganda had facilitated her travel expenses.

Justice Kajuga observed that Dr. Kitutu’s attendance at both events was possible as the Imuka event in London ended on December 5, 2023, while the United Nations Climate Change Conference in Dubai was scheduled from November 12 to December 12, 2023. The judge also noted that the minister had consistently attended court proceedings since her criminal case began, and her actions were not in bad faith.

The ruling allows Dr. Kitutu to fulfill her official duties at the conferences while the main criminal case against her remains stayed, pending the determination of her human rights case.
