Angry Residents Block Arua City Authorities From Accessing Garbage Dumping Site

Arua: Angry residents of Euata and Ayinimva villages in Arua district have unanimously given Arua City authorities a one-week ultimatum to repair a major access road leading to the central garbage collection facility plant in Vurra Sub County.

This was during the community dialogue on September 24, where local leaders expressed their concern over the appalling state of the road and blamed Arua City Council for failing to maintain the road making it hard for the locals to connect to Nebbi-Arua tarmac road.

The two communities had resolved that Arua City Council would be paying UGX 50,000 per truck loaded with garbage taken to the dump site in Vura Sub-county as a fine over failure to maintain the road.

Farouk Enzama the LC1 chairperson of Euata village noted that the resolution to bar city Authorities from accessing the dumping site was rushed in a village meeting after a series of unfruitful engagements.
“The road has developed sticky mud potholes and stagnant water during the onset of this rain, hence it has become impassable for the motorists who ply to Arua city. This compelled the residents to block the trucks transporting garbage to the plant until the intervention of City council and Arua district leadership,” Ezama said.

“The community agreed that there should be no more transportation of garbage to Euata village until the road is properly maintained,” Ezama added.

However, during the dialogue, Arua city leaders agreed to maintain the road although they admitted having some challenges.

Ayivu Division Town Clerk, Emmanuel Angudubo who represented the City leadership requested the community to give them one week to mobilize for fuel for maintaining the road.

Angudduba insisted that the city has been lacking road maintenance equipment.

Arua District Deputy Resident Commissioner Ham Ezama Muzamil, also a resident of Euata village asked the communities to accept the plea from the town clerk.

Muzamil asserts that maintaining the road requires only 2.9 million shillings adding that Arua city has breached the memorandum of understanding with the district for maintaining the road.

He commended the community efforts and contributions to fixing a bridge in the area at a cost of shs20 million.
“This is not a story of bringing issues here, it’s about when you are maintaining the road. If you are not doing it, please kindly leave us! we have the capacity to maintain this road ourselves,” he noted

The LC3 Chairperson of Vura Sub county Joel Pariyo equally regretted the sufferings of the community occasioned by the bad road.

Arua City is one of the newest cities established by the Parliament of Uganda on 28th April 2020 as a Regional City for the West Nile sub-region and became operational on 1st July 2020.
