Inspectorate of Government Recovers Only 20% of Targeted Amount in Corruption Cases

The Inspectorate of Government (IG) in Uganda has reported that it has managed to recover just 20% of the targeted amount lost in corruption cases during the last one-and-a-half years. Out of the targeted UGX 38.7 billion (about $9.1 million), the IG has recovered only UGX 7.99 billion (about $1.9 million).

The recovery amount is significantly lower than the estimated UGX 10 trillion (about $2.4 billion) lost annually in corruption in Uganda. The IG defended its recovery efforts, stating that the increase in recoveries was due to a focus on stolen asset recovery and the establishment of the IG compliance division, which monitors the implementation of IG recommendations and orders.

Between January and June 2022, the IG recommended the recovery of UGX 13 billion, while in July-December 2022, it recommended UGX 20 billion in recoveries. In the first half of 2023, the IG recommended the recovery of UGX 5.7 billion, bringing the total recommended for recovery to UGX 38.7 billion.

Uganda’s ranking in the global corruption perception index is 142 out of 180 countries, according to Transparency International, making it one of the countries with a high corruption perception.

The IG also revealed that it registered 3,504 complaints between January 2022 and June 2023, but was only able to investigate 1,528 of them. The decline in the number of cases prosecuted was attributed to a restructuring process within the IG that led to internal staff transfers.

Despite the challenges, the IG noted that it had achieved a conviction rate of 40% in the first half of 2023, down from 53.3% in the second half of 2022. The decline was attributed to out-of-court settlements and a focus on asset recovery.

The IG’s reports will be tabled in Parliament for debate and action.
