Hanipher Mpungu, the Deputy Mayor of Kampala Central Division, finds herself in legal turmoil as she has been remanded to Luzira Prison in connection with a high-profile land fraud case. The charges against Mpungu stem from her alleged involvement in a deceptive land deal, where she is accused of falsely representing herself as possessing the legal authority to sell government-owned land. The parcel in question had been designated for allocation to the Uganda Nurses and Midwives Union (UNMU), but it appears that the land transaction took a dubious turn.

Mpungu, a prominent figure in Kampala’s local government, now faces charges of obtaining money through false pretenses—a crime that, if proven guilty, could result in her serving a maximum sentence of five years in prison. It’s essential to note that Mpungu vehemently denies any wrongdoing in this case, setting the stage for a potentially contentious legal battle.

The heart of this legal matter revolves around a government-owned parcel of land situated on Plot 4, Berkley Lane, in the city of Entebbe, Wakiso District. The land had been earmarked for allocation to UNMU, an important union representing nurses and midwives. However, the events that unfolded have cast a shadow of doubt and suspicion over the land deal.

The allegations against Mpungu are serious and have sent shockwaves throughout the community. According to the prosecution, Mpungu is accused of convincing a businessman, Tony Grace Mulinde Lugayuzi, that she possessed the legal authority and powers of attorney to facilitate the sale of the land. In total, it is alleged that Mpungu managed to obtain sh450m from Lugayuzi through what authorities now claim was a deceptive transaction.

Critical to this case is the role of documentation. During the course of the alleged transaction, Mpungu reportedly presented Lugayuzi with a set of documents that included supposed powers of attorney issued by UNMU, authorizing her to oversee the land sale. These documents, while initially convincing, have since come under scrutiny.

The legal saga took an unexpected turn when Lugayuzi decided to verify the authenticity of the land transaction with UNMU officials. Despite his initial confirmation of Mpungu’s authority, UNMU President Justus Cherop later refuted the allegations, asserting that UNMU had no involvement in any land sale.

As Lugayuzi dug deeper into the matter, he made a concerning discovery. It appeared that the title deed for the land was registered under the Uganda Land Commission’s name, rather than UNMU’s. This revelation led to accusations of fraud against Mpungu.
