Ntoroko CAO Arrested Over Illegal Recruitment Of Over 500 District Staff

The State House Anti-Corruption Unit in liaison with the Uganda Police has arrested the Ntoroko District Chief Administrative Officer (CAO) for illegally hiring district staff without the approval of both the district and public service commission board.

Brig. Henry Isoke, the Head of State House Anti-Corruption Unit confirmed the arrest and detention of Mr. Kyaligonza Anslem and said investigations into the allegations began last month.
“The state house anti-corruption unit liaised with the Uganda Police Force, using intelligence. The suspect was tracked and arrested from his hideout within the district,” Brig Isoke said.

Mr. Kyaligonza is accused of irregularly recruiting over 500 civil servants in excess of the district staff ceiling and wage bill for personal gains. He is also alleged to have personally ‘headhunted’ several persons for recruitment assuming the powers of the District Service Commission.

Preliminary investigations also indicate that the CAO, using his office, Mr. Kyaligonza issued appointment letters bearing forged minutes of the District Service Commission and added them to the district payroll, some of whom were also paid salaries beyond the scales indicated in their forged appointments.

According to Brig. Isoke, Kyaligonza’s actions have resulted in overstaffing in the different departments in Ntoroko District and a salary shortfall which has caused several staff to miss salary of up to six months. This in turn has led to civil unrest, especially in the Health Department at various health facilities where staff has laid down their tools.

Kyaligonza is currently detained at Jinja Road Police Station on holding charge of abuse of office as investigations into the matter continue.
